There will frequently be
areas that may be difficult or impossible to gain access to. For
example, it is not always possible to ‘see inside’ panels, parts of
hull structures, or deck materials. There are often fixtures, linings,
or furnishings in way of critical structural items and it may not
always be realistic to expect a detailed survey of such items, without
a degree of delicate negotiation by the parties concerned. In order to
protect all parties involved, it is quite normal for survey reports to
be caveated as required where access has not been possible or, for
example, where a client’s instructions have limited the scope of the
survey
Liability
The surveyor accepts responsibility
and liability for report content. The surveyor is covered by PI
insurance although he/she will also carry the responsibility for a
sizeable excess. No liability can be accepted for survey reports which
have been traded or transferred without authority between parties other
than the surveyor and the original commissioning client. Liability for
survey reports may however be transferred to 2nd or 3rd party clients
by negotiation and for a fee.
Ownership of Survey reports:
As a general rule,
surveys are carried out for nominated commissioning clients. A report
on the survey is provided to the commissioning client, while ownership
of, and responsibility for, the survey remains with the surveyor.
Payment
Agreement to commission a survey
whether by telephone, e-mail or other means, constitutes a contract.
Where possible, the surveyor will respond formally with a date and time
and suggested fee.
Cancellation by client or curtailment by agreement
A
reduced fee may be negotiated depending on the stage at which a survey
is cancelled or curtailed by the client. Surveys may be curtailed by
agreement between surveyor and client if for example there are
insurmountable obstacles or if the vessel is clearly unsuitable or is
widely different to the client’s expectations. Reduced fees may be

Engines & propulsion
Unless otherwise
arranged it is unlikely that a full engineers report will be part of a
normal survey. Mechanical propulsion systems will be inspected closely
and may be turned over by hand where appropriate. Controls will be
checked for condition, security, and basic operation. Piping,
connections, mountings, seacocks, belts etc will be checked visually.
Comments will be made on the general condition of installations as seen
during static inspection. No liability can be accepted for long-term
internal engine defects or wear, or future problems due to poor
maintenance, installation, or design, which could not be expected to be
apparent during such static visual inspections.
Gas systems
Unless otherwise arranged it is
unlikely that a full gas safety report will be part of a normal survey.
Gas systems will be inspected closely and will be turned on and tested
where appropriate. Controls will be checked for condition, security,
and basic operation. Piping, valves, seals, connections, mountings, etc
will all be checked visually. Comments will be made on the general
condition of installations as seen during a static inspection. Clients
will be advised of the currently acceptable standards. No liability can
be accepted for future problems due to poor installation, maintenance
or design, which could not be expected to be apparent during visual
inspections.
Rigging
Unless otherwise arranged it is unlikely
that a full specialist riggers report will be part of a normal survey.
Rigging will be inspected closely and will be statically tested
(swigging/leverage) where appropriate. Fittings and components will be
checked for condition, security, and basic operation. Comments will be
made on the general condition of rigging as seen by static inspection.
Clients will be advised of the currently acceptable standards on
rigging replacement. No liability can be accepted for future problems
due to poor installation, maintenance or design, which could not be
expected to be apparent during visual inspections.
